In order to ensure the safety of patients and staff, healthcare facilities are under pressure by healthcare regulatory and government agencies to require proper training for healthcare personnel including vendor representatives and other professional visitors. Here are just a few examples of the regulations and recommendations coming from the agencies:
The Joint Commission [TJC]: TJC President/CEO Mark Chassin is calling for the principles of High Reliability Organizations to be applied to healthcare. According to Professor Kathleen M. Sutchliffe, PhD in her paper entitled High Reliability Organizations [HROs], “HROs share many properties with other high-performing organizations including highly trained-personnel, continuous training…”
TJC requires hospitals to ensure that non-licensed, non-employees with a direct impact on patient care are taking steps to ensure patient rights are respected including privacy of health information and that they are implementing infection control precautions.

The Occupational Safety and Health Administration [OSHA]: OSHA’s Bloodborne Pathogen Standard 29 CFR 1910.1030 requires annual training for workers who could be exposed to bloodborne pathogens. In addition, employers are required to “provide additional training when changes such as modification of tasks or procedures or institution of new tasks or procedures affect the employee’s occupational exposure.”
Centers for Disease Control and Prevention [CDC]: Step 2 of the CDC’s Infection Prevention Checklist for Outpatient Settings: Minimum Expectations for Safe Care, states that healthcare personnel should ”receive job-specific training on infection prevention policies and procedures upon hire and at least annually or according to state or federal requirements. (Note: This includes those employed by outside agencies and available by contract or on a volunteer basis to the facility.)”
Centers for Medicaid and Medicare Services [CMS]: CMS states, “For the average health care provider or health plan, the Privacy Rules requires activities, such as: Training employees so that they understand the privacy procedures.”
The majority of vendor reps provide products or services to multiple hospitals and meeting the training requirements for all their hospitals can be costly and time consuming.
